Hillsborough County sheriff hopeful promotes vigilante ‘common law grand juries’
Richard Merrett, a retired Massachusetts corrections officer, announced his candidacy for Hillsborough County sheriff via a YouTube video and a Richie Merrett for Sheriff Facebook page. In a series of videos and in extensive social media posts, the Manchester resident describes and endorses a brand of vigilante justice favored by the sovereign citizens movement and other anti-government groups.
Merrett is a state coordinator for the National Liberty Alliance, a group formed in 2011 by Tea Party leader John Darash that claims to have over 5000 members nationwide. The NLA promotes the so-called common law grand jury as "a fourth branch of government ‘governed’ and administered to directly by and on behalf of the American people.”
‘Only the people can save America’
“If you want to know what will solve America’s problems, take a look in the mirror,” Merrett writes. “The re-instatement of the Common Law Grand jury is the answer coupled with you. Only the people can save America and time is not on our side.”
“It’s time for attorneys and Judges to confess their guilt and start running the Courts with common law (the law of the land) not the law of the sea (admiralty) which is what they have been running for the last 100 years,” Merrett adds. “The [judges] and attorneys in this country are helping to destroy the American and the American way of life. For all of you judges out there who take an oath of office, you are committing an act of treason and can and will be punished for it some day…”
The Anti-Defamation League notes NLA-inspired harassment of government officials has already begun. Common law juries in Florida sent a “Writ of Mandamus” to county officials demanding a budget of $1.5 million, office space and equipment for a grand jury investigation. A NLA-led common law grand jury in Greene County, New York "charged” the chief clerk with numerous crimes for failing to file the grand jury paperwork and “fined” a judge “100 ounces of silver” for related offenses.
Merrett and the NLA believe the county sheriff is the nation’s highest ranking law enforcement officer and is responsible for enforcing the rulings of common law grand juries.
“All Federal Agents; FBI; US Marshals; state, city town and village code enforcement officers are subservient to the County Sheriffs,” a NLA document states, “being the only elected Law enforcement officer, he is the Chief Law Enforcement Officer (CLEO) and highest Peace Officer of the entire County in which he was elected to secure the peace.”
‘High treason in the State House’
Merrett says he is running for Hillsborough County sheriff because he doesn’t believe the job is being “properly done” today. Based on his “High Treason in the State House” treatise, which relies heavily on the bizarre dogma of the sovereign citizen’s movement, Merrett apparently believes every member of the New Hampshire legislature should be arrested for treason.
“All members who turn a blind eye to misprision of treason are in effect committing treason and are subject to prosecution, especially after the civil action in Admiralty is commenced against them,” Merrett writes.

“The STATE OF NEW HAMPSHIRE, not the Republic we know as New Hampshire, is completely run by the B.A.R. Association. Almost every ‘founded’ Petition for Redress brought before the servants has been caused by the harm and trespass upon the victims of the pirates called the ‘Judiciary.’ After years of work to restore the process buried by the occupiers from CITY OF LONDON, who rape and pillage the people, [these] B.A.R. Agents have managed to manipulate the ‘General Court’ into extinction.” […]
“As long as there is no protection from the servants for the harm done by the TRUSTEES, as REQUIRED BY CONSTITUTIONAL LAW, then every member is subject to claims for their criminal liability. Violations of sworn "oaths” to uphold the Constitution’s Bill of Rights is nothing less than TREASON,” Merrett concludes.
A movement ‘rooted in racism and anti-Semitism’
The Southern Poverty Law Center reports the sovereign citizens movement is “rooted in racism and anti-Semitism,” noting the conspiracy theories originated in groups that believe Jews are secretly manipulating the world’s financial institutions and controlling its governments.
The movement’s anti-Semitism endures. “Why is it that the Communications industry, Entertainment Industry, Legal profession, Medical profession, banking profession and government are made up of predominately jewish people?” asks Merrett. “Why is it that these professions are ALL messed up and are in need of serious repair? Could there be foul play at work in any or all of these professions? Seems like a really honest question if you ask me,” he writes. “It deserves an honest answer for the American people.”
A YouTube video by Holocaust denier Eric Dubay, titled “Adolf Hitler vs The Jew World Order,” is among the items Merrett has shared on social media. “Have you got the guts to watch this video,” Merrett asked. “It’s coming to a neighborhood near you soon.”
